Error recreating paystub only in one company

We have three companies with payroll. I can recreate paystubs in two of them, but not the third. One company had PR running from 2002-2005 and now again in 2013, the second company had payroll from 2006-2012 and this (2013) is the first payroll for the company that has the problem. When I click recreate paystub, I get the error: "Not privileged to run this report." We are on GP2013 12.00.1538

Hi,

This is a security problem. All you need to do is grant security to run that report for the users of that company
