Capacity Ledger - Understanding Calculation

Have a finished production order with output quantity of 15000 pcs

The product cost was unexpectedly low and viewing the capacity ledger entry, the quantity shows 9000 while the output quantity is 15000.   

The overhead cost calculated based on the 9000.

Does anyone know what the difference in these two columns would represent?

    Thank you for the link but I didn't find how I have this calculation.....

    What would make the quantity different from the output quantity on a work center calculation
