Dynamics GP 2010 R2 Workflow Will Save but not Activate. "An unexpected error has occurred."

When creating a Purchase Order Workflow it can be saved but we get a generic error when trying to activate it.  The error is:

Error

An unexpected error has occurred.

Troubleshoot issues with Microsoft SharePoint Foundation.

Date and Time: 3/27/2013 3:29:

Even though I am a Workflow Administrator it does not allow me to activate it.

    Actually this is the correct error:
