Dynamics GP 2010 R2 Workflow Will Save but not Activate. "An unexpected error has occurred."

When creating a Purchase Order Workflow it can be saved but we get a generic error when trying to activate it. The error is:

Error

An unexpected error has occurred.

Troubleshoot issues with Microsoft SharePoint Foundation.

Even though I am a Workflow Administrator it does not allow me to activate it.

RE: Dynamics GP 2010 R2 Workflow Will Save but not Activate. Only owners of the group "Microsoft Dynamics Workflow Administrator" can change its settings.

Actually this is the correct error:
