Can you set a condition based around success of a form being completed ie. email is send out - CTA is clicked and customer completes a form on a gated page - then we deliver a new piece of content. A click isn't a lead or success.

Please try to create a dynamic segment with behavior block to achieve it.

According to your description, your segment can be something like:

After saving and going live the segment, it can be used as the audience of a customer journey to deliver a new piece of content.
