To gain access to the Fiscal Periods Setup security operation, a user needs to belong to the ACCOUNTING MANAGER security role and have access to the ADMIN_COMPANY_001* security task. You can also create your own security role with access to this security task.
How about just to open/close accounting periods and not set them up?
In Dynamics GP, granting an access on the windows means being able to use all the functionality of this window.Digging a level deeper in order to prevent, hide, lock with password or disable specific functions within a window can be done through "Field Level Security"
The same window performs the functions of setting up fiscal periods, but also open/close fiscal periods and years. If you are looking for a tool that works in the way you are describing, you will want to look at the Rockton Software GP Toolbox, available at www.rocktonsoftware.com.
