You may also want to consider updating to a current supported version of RMS. I found a closed bug from version 2.0.0115 that describes something similar to this issue. I was unable to reproduce the bug on my equipment with version 2.0.0160.

I was unable to reproduce the issue you are describing, nor could I find any docuemented cases of anyone else experiencing this issue.
What version of RMS are you using?
What version of Windows are you using?
If you are using one of the following operating systems, please install the update below on each workstation:
•Windows Vista Service Pack 1 (SP1)
•Windows XP Service Pack 2 (SP2) with hotfix 940569
•Windows XP Service Pack 3 (SP3)
•Windows Server 2008

Be sure to click "OK" after making changes to the item's discount table.

I set it up that way and when I close out of the properties and go back the discount table is blank and it goes back to no discount for this item.

I think you would want to Use a quantity discount pricing table and seelct Discount Odd Items:
Use a quantity discount pricing table: Use this discount table to establish quantity discount prices for the item. The first column represents the quantity levels that must be purchased to get the applicable quantity discount prices indicated in the next four columns.
Discount odd items: If selected, odd items will also be charged at the quantity discount price. Odd items are defined as items that do not fit exactly into a quantity level in the Quantity Discount Table. For example, assume the regular price of an item is $1.25. If a customer buys five (5) of this item, the quantity discount price is $1.00. However, if a customer purchased seven pieces, at what price should the 6th and 7th pieces be charged? If the Discount Odd Items box is not checked, these items will be priced at the regular price of $1.25 each. If this box is checked, the items will be priced at $1.00, the quantity discount price.
