PSBC access is needed to get developer licenses for business central onprem. that dev licenses are needed for development of extensions, for the customizations. Its the only source for that. Its also the source of product updates.
I'm microsoft partner, registered to the CSP program (license reseller), signed the MPA agreement. I do have therefore access to the Partner Center page (partner.microsoft.com), which is not successor of the old partnersource page, which was stopped in 2019. Existing accounts were migrated. So most ms partner in that are with a long history have that access. I started my business 2020 and do not have access to PSBC.
My company provides like every company, which works with dynamics products, consulting und customization. i work with business central and navision, provide implementation, configuration and customization. Mostly i work with bc cloud. A new customer uses bc 14 onprem. To support him i need a bc dev license. When accessing the PSBC i get a strange error page, stating that i should contact mbsquery@microsoft.com. Its also not sure if the bc dev license from PSBC would work, bc 14 onprem is special, half navision, half business central. for navision development there were special dev licenses needed, which were very expensive, but are not available anymore.
i opened a ms support ticket 2 weeks ago. answer: not responsible. they redirected me to itmbssup@microsoft.com. answer: they are not responsible. they then redirected me to mbscon@microsoft.com (MBS EMEA Contracts). the answers from them were also til now not helpful. days go by, the customer waits ... with his troubled bc system. til now no access to PSBC. one support contact created a PRA (partner registration agreement), but sent it to the end customer not to me although having all relevant data. i complained that mistake/misunderstanding, but since then there was no contact anymore.
i reserched a lot then, found a page, were its said that the PRA is for not-resellers, but there is a different agreement SPA, which should be used for resellers to get PSBC access. but its from 2017.

i also read in a community post, that one gets an invitation for the partnersource from a partner manager when registering to a program like var, isv. dont know if that is/was true, maybe was once. the posting is from 2016. never got that kind of invitation. i also heard there are no partner managers anymore. that means, also an old information.
Then i wrote about that topics in yammer and other places like the dynamics community, bc forum, where i was active for many years. til now no answers.
I'm irritated and a bit frustrated.
