Has someone come across a situation where you needed to back up a record (i.e. Opportunity) and then be able to restore the record incl its attachments? We are considering a scenario where we would back up and remove records from the system (24 months old and counting) to free up the storage space.

From the documentation, the out of the box functionality is that Environments in Dynamics 365 have backups available (28 days for Production 7 days for sandbox), but this backup is a full image. This mean Out of the Box backups are not granular (you can't backup/restore a specific record).
There might be Third Party software that offer granular backup. You can start by searching on AppSource (appsource.microsoft.com/.../). Please note that these tools are not supported by Microsoft and may require additional payments.
