Inventory Pick not able to create while creating Sales Order

While Creating a new sales order, and I added item which has inventory and location code, and I released the order,and tried to create Inventory pick, but getting issue 'There is nothing to create' .

What will be the reasons getting that error, tried many times,but still getting error 

Please help with this.
