I want to export existing Account contacts, activities, notes, etc. and later import them to reattach to a refreshed Account record. What is the best method to export them and then easily reattach based on a new account key value or account name lookup of refreshed account.

Forgive my lack of understanding...I'm new using CRM. So on an OOB export of all accounts are the contacts, activities, note records all included or are they separate records that need to be exported individually? I see there are two hidden keys in first two columns of Accounts record that I assume are used to related to other child records (contacts, activities, notes). Is it possible to export child records separately? Trying to understand how records are stored (separately or one wide record for everything)
Easier to pull full refresh of accounts from source systems...but if we had prior contacts, activities, or notes (not a large number of these <100) on old accounts we want to reattach them to the new refreshed account records.

You can use OOB export / import functionality, download the template first by going to settings data management.
While importing the data make sure all lookup reference should be import first. For example without account import you can't import note. So you should import first accounts , then related entities.

Why do you need to export and import again to link it to account?
You can create new account and update account lookup to related records with newly created account.
You can use custom code / console application / SSIS etc.
