Notification Schedule and Time Zone Differences

I want everyone to receive notifications at 12 PM regardless of their time zone differences and that is why all the users have been setup to receive approval notifications by email, every weekday at 12 PM.

The problem I am facing is that, if a person in the Eastern Standard (EST) time zone approves a document and the next person in approval hierarchy is located in Central European Time (CET), then the next person is receiving notifications based on the previous person's time zone - that is, they receive the notification at 12 PM EST rather than 12 PM CET.

I cannot seem to understand why the receiver of a notification email is subject to the time zone of the sender of that notification. Is there a way to configure the notifications in a way to achieve what I need?
