Unified routing classification and relevant steps in workstreams not working after case intake

HI everyone, we are trying to setup unified routing for cases in our organization. Just to test the workflow, I did simple setup configuration of workstreams, intake rules, classification and queues but unfortunately after intake is triggered and approved it doesn't move into the classification stage anymore and with it the following subsequent steps. 

Here is the diagnostic screenshot of our wokstream:

Queue ruleset:

In the queue we have user assigned to it and technically the case should be assigned to the particular user after intake.

Please help me understand if I am doing something wrong or if you have something similar setup for your org and it is working, kindly please share what relevant steps you have taken to get this working.Thanks!
