We have a requirement in which we need to relate the contacts directly to the projects. F&O seems to relate a contact to a customer and the customer to a project. Is it possible to relate a contact OOB to a project without having a customer in between? The need for such a requirement is that contacts are seen as stakeholders in our organization that might not be related to customers.

I agree with you, we will stick with a stakeholder's document and just list the contacts that are related to the customer in the existing forms.

I don't see any out of the box solution for that except by making a customization.
Before doing that can you let us know why this is required? You mentioned stakeholders; can't they simply be entered somewhere e.g. as document attachment in the form of a note or something alike?
A system modification should always be a means of last resort and I cannot see the value added from making such a customization.
Would be great if you could explain in more detail.

In the past I had similar requirements from the customer. We then did create a new "Project roles" table where we could add persons (employees or contacts) with their responsibility on the project. You can consider a similar customization (extension).

could try to leverage email /sales manager/project manager / project controller OOB or add a contact simialr to customer master directlty on project as an extension
