In NAV 2016 is there an area of the system where Promotions can be defined/utilized?

For Instance :

Does NAV 2016 have way to deliver different cash discounts or net pricing for different customers and handle close-out type pricing scenarios - inherent in the base functionality of the system?

There is a functionality of Campaigns available. There you can define a new campaign and design needed sales prices and discounts. Refer more here:

yes your both requirement already in the system

This option is nicely define on there

Program name "Sales Price worksheet"

You can define any campain here...

by different cash discount over customer/price group /all customer / campain wise

also you can define those offer valid dates ....

campaign items amounts quantity and every thing
