localhost refused to connect

I used AL GO to create a project and run sucessfully,but the website show localhost refused to connect.(Console did not appear any error.)

I had been try to craete a rule to allow port 8080 through firewall ,and test port 8080 by IIS and it work.

But I run al project is still refused.

Have anything i can do for solve this situation?
