error received when running reconcile on HR benefit setup for POWER USERS but not sa

I have an issue where the following error is produced when a user runs the reconcile on Benefit setup. sa does not get this error. The user is a power user and I created a new user with power user rights and that user gets the same error.

[Microsoft][SQL Server Native Client 10.0][SQL Server]The EXECUTE permission was denied on the object 'zDP_HRPSY01SS_1', database 'TAC', schema 'dbo'.
