AX 2009 migration to D365 is returning error Unknown user type

We are trying to configure AX2009 migration tool. The validation is returning error:

is how to create a app under Azure Active Directory (Azure AD). 

We created the application under portal.azure.com, added it under D365 System administration, but it still do not work.

Does anyone know how to create corectly the app under Azure active directory?
