MR 2012 RU3 View only user views a report published by a Full Access User changes the Full access Users' security

The issue one of my customers is running into is related to a user (USER A) generating a report using MR Designer and pushing a link to another user with view only access (USER B) to view the report in the web client. When USER B opens the report, the credentials for USER A in MR is changed to view only and he can’t open designer anymore. Only way we could find to fix this is to open the report in the web client as USER A. Has anyone run into this and could give some guidance on how to fix it?
