Workflows are not running on development environment

Good day,
 
Both OOTB and custom workflows are running on development environment. The submitted items just move from "draft" to "submitted" then pause there. It's not creating any work items. The workflows have been configured properly to contain an approval.
 
What configurations am I missing ? I have attached some screenshots of the batch group, batch jobs, and where the wf is stuck on... 
 
Version 10.0.36, Platform Update 60.
 
there is no "batch server" config option when i open the batch groups
 
please assist

    If you do not see any runs in the batch job history, check whether the Batch Management Service is enabled and running.

    Can you check the history of Workflow jobs? to see if they were running successfully or not?

    Please, also ensure the service Microsoft Dynamics 365 Unified Operations: Batch Management Service is running.

    Hi,
     
    Check the log of the workflow batch jobs in the batch queue for any errors or other information. Also check the history of the jobs if there is any. Which user account are the jobs running under? Is the user account disabled perhaps? Taking some wild guesses here.
     
    For the workflow to function propertly, all the related workflow batch jobs have to run without errors in batch of course. From your screenshots, I can't tell why it's not running, you will have to give us more information.
     
    By the way1, insert your images instead of attaching them. It makes viewing them easier in the post itself.
     
    By thw way2, why is your F&O running version 10.0.36 and not the latest version?
