Confused about Upgrading Modified Forms and Reports

We're moving from GP 2010 on an old server to GP 2015 on a new server (then on to 2018).  In GP Utilities for Updating Modified Forms and Reports, I'm confused as to the paths I should specify for Dynamics.set and Dynamics.dic and where to locate our old REPORTS.DIC.  (We have about 20 modified reports... no modified forms.)

It seems to me that we should just leave the default location of the new 2015 SET file.  Then we should copy the old DYNAMICS.DIC file from 2010 to a "misc" folder on the new server.  But how does it know where the old *REPORTS.DIC* is to do the upgrading?

When we've processed Utilities in this way, we end up with 0 Modified Reports... Must be missing something.

Should we IMPORT an exported copy of the old modified reports (i.e. package0.package), then run Utilities?

    To clarify, we did not install GP 2010 on the new server; we just added restored the SQL databases to the new server, then installed GP 2015, and ran Utilities to update the databases.

    Here is what I do all the time.

    1) Install GP 2015

    2) Create a GP 2010 subfolder in the C:\Program Files (x86)\Microsoft Dynamics folder

    3) Copy GP 2010 Dynamics.DIC into that folder.

    4) Copy FORMS.DIC and REPORTS.DIC into C:\Program Files (x86)\Microsoft Dynamics\GP 2015\Data folder

    5) After you have finished updating your data and proceed to updating forms and reports point to the C:\Program Files (x86)\Microsoft Dynamics\GP 2010 folder and the DYNAMICS.DIC file within.
