Method 'logon' in COM object of class'_Name space' returned error code 0x80020009(DISP_E_EXCEPTION)which means. Cannot complete the operation. You are not connected

Further more, suggest you to consider to upgrade your existing environment to D365 F&O. There we have the new SysMailer framework, it's new, extensible way to send email. Please check this docs for more details.
