D365 licensing changed? 250 Plan1 licenses cost and sku

Did the licensing structure for Dynamics 365 or CE change? As of last month getting 250 Plan1 licenses in the cloud would cost $80 pupm and now we are getting a quote for close to $100. Does anyone have a correct sku or license number? We were given the first for converting correct licenses: DFH-00001 - Microsoft Dyn365ECstEngPlnAddOn ShrdSvr ALNG SubsVL MVL QlfdOffer AddOn toCRMPro Also, for new ones: DFG-00002 - Microsoft Dyn365ECstEngPln ShrdSvr ALNG SubsVL MVL PerUsr 100-249Usrs which suggests that they are not even giving the correct tier of licenses. Any help is greatly appreciated, this has been going on for weeks.
