Items generally do not take up much space in the database. If you were to analyze where SQL was holding the data in your database, very little space would be allocated to Items. Removing these will not speed up PO Generation, and probably will not speed up searching for items, as RMS filters out any inactive items in its queries.
If these two areas are causing performance problems, you may want to look at re-indexing the database, defragmenting your hard drive, or taking a deeper look into where performance may be suffering on the computer that hosts your database as well as your point of sale computers.
