I have an unwanted blank line showing between a total and a double underline in most places on my Financial Reports. There is one place that doesn't have the blank line, but I can't seem to recreate it.
The first screenshot doesn't have the unwanted blank line, while the second screenshot does.
If you personalize the Row Definition Page you can add a Double Underline column. I would use this instead of a Double Underline row. This way you wont have unwanted blank rows:
Also, when you add a row with the Totaling Type field as double underline, the double underline alignment is at the bottom of the row, so its possible that its only one blank row but because the alignment is at the bottom it looks like there are two rows or an unwanted blank row:
