I create an extension to standard AX form to add extra data sources , I need to make form property "Data source Change group mode " Implicit inner outer but the value cannot be updated on the extension how can Apply this ?

You cannot change the properties of existing elements in a form extension.
If you don't want to customize the existing item at any cost and, if you really need that much change,
then as a workaround: you could create a duplicate of the original form, set it up as you need and then extend the control, your original form is being called from and make it open your duplicated form instead. (But all of that completely depends on the scenario you are facing).
