Customer Service App designer cannot be opened

I am trying to edit customer service hub application of dynamics 365 on-premise version 9.1.
Whenever I open app designer, it shows the app designer a few milliseconds and just shows error as follow.
 
Site map cannot be edited as well. It also shows just /An error occurred. Please try again or contact your system administrator if error persists./
