Cannot select Plugin in Custom API

Hi All,

I am trying to use a plug-in in my custom API, But cannot see the plug-in in the drop down menu to select.  I am actually lost that what mistake I am making.
 
Basically I am trying to make a post request  to CRM using API, that is why trying to create a plug in.
 
The following screenshot shows that the plug-in is registered successfully:
 
So now I supposed to see the plugin in the drop down to select, but cannot see it:
