And This needs to be implemented on On-Premise Version not an Online Version.(I have implemented this using Power Automate but as far as i know Power Automate is only for an Online Version).

as you most probably are aware, one possibility is to implement this business logic by custom code, e.g. as a plug-in running on Create/Update of contact. I assume you are trying to avoid custom code though.
I am not sure if the D365 Workflow tools would help you on this exact requirement, but it is definitely worth taking a look if you have not already done: github.com/.../Dynamics-365-Workflow-Tools
Other than that, there is actually a way you can connect your OnPrem CRM with Power Automate features (and of course Flow, which would fulfil your requirement). I am referring to the On-Premises data gateway:

Leveraging that gateway, the capabilities of PowerPlatform/Flow and a few web api queries in the form of http requests would fulfil your requirements in this scenario. Hopefully, this would also open up completely new ways of interacting with your OnPrem D365 CE system and other OnPRem data sources :)
