Can anyone share whether a firm is allowed to get Business Central license to provide accounting services to their clients?

There is a specific license type for external accountants. Each tenant now gets 3 users.
Your CSP partner can add them to your tenant subscriptions and then an administrator can setup the accounts. docs.microsoft.com/.../finance-accounting
The customer is providing accounting services to their client.
Wonder they can use BC Cloud to provide their service. Is there any restriction from MS?
or can they use BC on Premise to provide their services?
So the BC company will be the client of the accounting firm? We had a scenario like this recently and Microsoft made us quote a tenant per individual company
