Are you trying from Power automate, if yes then please check if you are selected correct enviornment from top right dropdown?
This happens when you don't select correct Enviornment on power automate home page -
If you are in correct environment then please share the screenshot of what you are trying to do.
Make sure you select Perform an unbound action-
