We are introducing advanced WMS for the first time. We are migrating from GP to D365. We have 1000 pallets In our bulk location which don’t have any license plate currently on them.
As part of dress rehearsal In a non-prod environment, we want to identify a best way that will allow us to generate license plate for our current stock and also a best way to move this LP data from non prod to prod.

One possibility is to use a warehouse mobile device and a License plate loading menu item to bring in the opening stock of your LPs.

besides Alice's suggestion, I also want to add one more instruction, it's better you don't use the same sequence format with the locations. that means do not use the same name for license plate and location which may cause some issues.

Some suggestions.
License plate import
For the import/generation of the license plates you might want to use the license plates entity and specify the LP values based on your business requirements/number sequence logic. This import can be achieved via the data management import/export tool.
Initialization of inventory
For the initialization of the inventory you might want to have a look at the following:
LP label
After this import, you can print/generate the LP label. You could import the license plate into the WHSLicensePlateLabel table. what do you mean moving from non-prod to Prod?
you may have to use inventory journals viz. movement to get opening balances
