Need quick help here to find the best possible approach, in one of our project we are upgrading from CRM 2013 to Dynamics 365 9.0 (on-premises).

My query is on build number, post upgrading to 9.0 (on-premises) do we need to install individual patches (0.3,0.4,0.5,,,0.15) one by one on top of base 9.0 or we can directly install the latest patch with build number 9.0.15.

I am working on a similar upgrade .. but with a massive DB that makes it quite painful. THere are all sorts of bugs you might hit in the upgrade path - the path that worked for me now is (starting from CRM 2013 with all patches) - this was on WIndows 2008R2 with SQL 2008.
1. Shutdown SQL and CRM on source and copy DB mdf and log to a temporary server running WIn 2012R2 + SQL 2014 and CRM 2015 installed (ver 7.0.0000.3543) - attach the db to that and use import process to import the organisation (you will likely need to SET TRUSTWORTHY ON in db and make owner 'sa' first)
2. Now move the db mdf and log on to second temp server on Win2012R2 and SQL 2014 again now at CRM 2016 ver 8.0.0.1095
3. Last step to your new CRM server - Win 2016 with CRM D365v9 - install with a dummy org you can drop later (true for all the CRM temp ones above too) and apply Update 0.18 (July 2020) - before importing your db (before this update there were various weird import errors you woud get - MS list of what is fixed in these updates is VERY POOR .. so hard to tell what they fix). Then attach the DB that you are moving through, and use import organisation again
Using that path I have a relatively repeatable route from CRM 2013->D365v9. Setup I was using had VM's setup already for all the mid points to speed any final live transition.

You can’t directly upgrade from Microsoft Dynamics CRM 2013 or Microsoft Dynamics CRM 2011 to Microsoft Dynamics CRM 2016. However, you can upgrade a Microsoft Dynamics CRM 2013 or Microsoft Dynamics CRM 2011 deployment in-place by using a valid Microsoft Dynamics CRM product key, or migrate by using a Microsoft Dynamics CRM 2013 trial product key, as an interim step in the upgrade process.
