OOB entity causing import to fail

I am trying to export solution from D365 CE 9.2.2. to another instance, same version. I had expected all OOB entities in both environments to be the same, but this entity, Actual, is not in the destination environment and it is causing the import to fail even when I included it in the solution before export. See the import error below. Has anyone experienced this kind of error? Does anyone know how it could be resolved?

Please note, I cannot remove the entity from the solution, it will fail also. The entity, Actual, has relationship with almost every other OOB entity and creates large dependencies. I have added all assets I could think that it has dependency on, but the problem is the destination environment, it fails to import. I do not know why the D365 instances of same version would have different OOB entities.
