When building Dynamics 365 finance with an existing tenant, can the builders outside of our organization be registered as guests by end users, and use those guest accounts to build the environment in LCS?
What procedures would need to be followed in order to build it?

Hi,

Can you explain your question? What do you mean by "builders"? Why should an end user register guest accounts instead of an administrator?

Builders means the person who build up the finance environment in LCS.

Is it possible to invite outside organizations members by end user?

Or only administrator can invite outside organizations users as guest?

which role should be assigned to the guest users to build up the finance environment in LCS?

Its possible, just add them to LCS users.

Would also be advisable to deploy as a Service account which will be the D365 Admin.

Let me clarify the question again.

Builders = will be members of the end-user partner company for tasks such as setting up and developing the environment.
End user = will be the end user administrator.

If it is possible, what is the procedures .

In case the end-user has a project owner or has an admin role on LCS, external users can be invited.
