Inventory Issues (10.020.00) Lot Serial Assignment (10.070.00) window not displaying.

At my customer's site, the Lot Serial Assignment window (10.070.00) is not displaying when the user enters a quantity to issue. They are required to push the Lot/Serial button to select lots. On my environment, and other's within our company, 10.070.00 automatically pops up when an issue quantity is entered. What controls that behavior? We've compared lot/serial setups, etc. and cannot find a reason for the different behavior.

Additional Information:

At the customer's site, when the user enters a lot tracked specific cost ID item, they cannot press the lot/serial button even though it is enabled. They can only click F3 to lookup lot numbers.

They are on version 2011 FP1 - Professional 8.12.48021.00 (8.0.0.0). The database has been upgraded from an SL7 implementation.
