CRM Plugin Registration Tool showing "Open-File Security Warning"

I have downloaded the updated version of plugin registration tool from here since my older version stopped connecting to our dynamics instance: https://www.nuget.org/packages/Microsoft.CrmSdk.XrmTooling.PluginRegistrationTool

The tool has started showing pop-up messages now, something like this:

Even when I am able to connect to my dynamics organization, while trying to update an existing plugin-assembly, the tool opens up the above pop-up again.

1. Clicking on Run does not do anything, 

2. Clicking on Cancel closes the tool abruptly.

Please advice if anyone else has experienced it lately and if there are any know issues/fixes registered for the same.

    after you downloaded the .nupkg, and before or after you rename it to .zip BUT before unzip it, you should do right click on the file and in the bottom of the Properties you may see an "Unblock" checkbox, select it and after press OK.

    After the unzip launch the Plugin Registration from the "tools" folder.

    In alternative you can find a Plugin Registration as Tool inside XrmToolBox

    Thanks for your reply. We already tried that, the .nupkg was renamed to .zip, unblocked and then extracted. Went to "microsoft.crmsdk.xrmtooling.pluginregistrationtool.9.1.0.24\tools" and then trying to run the plugin registration tool. It shows the warning popup for run as administrator or elevated permissions or a even a regular user. Once we are into the instance and trying to updated the assembly, same pop-up appears which was not happening with earlier versions of the tool.

    Unfortunately, the earlier version of the tool does not work any more connecting to our D365 instance, so had to download the latest version.

    Tried the XRM toolbox, but having issues or unsure about how to update an existing assembly.

    from what you are describing looks like an issue linked to your machine and not to the tool itself, because I just downloaded the nuget package, unzipped and I was able to connect to an instance.

    Regarding XrmToolBox, Plugin Registration inside there works the same, double click on an existing assembly and it will prompt the Update window to upload the new version.

    Thanks, I have reached out to our local IT helpdesk to see if there is some machine level blocking.

    Regarding XRMToolbox, when I try to open the Registration Tool, this is the interface I'm seeing:

    Loading all the plugin/workflows loads the .dlls successfully, but it doesn't let us update the assembly from the interface. Is the same interface you are seeing from your end?

    the tool that you need to look for is called "Plugin Registration", current version is 3.2021.6.1

    Hi, Thanks for responding back,

    Just uninstalled and re-installed plugins in XRM Toolbox and observed the Plugin-Registration tool in my XRMToolbox was overwritten by "Plugin Registration Tool Using Registration File" so every time I was opening Plugin-Registration tool from the toolbox, it kept opening the registration-file tool hence the confusion.

    I was able to move ahead with reinstalling the tool and resolve the issue for now.

    For anyone who is facing the similar issue, we just identified that on my machine as a regular user, once downloading the nuget package, right clicking on Properties, the "Unblock" option was HIDDEN.

    Since we never saw that option as a normal user, the prompts started appearing.

    For anyone seeing similar issue, please watch out for that "Unblock" option and ensure its unblocked.
