Thanks for sharing, this article i have seen and it works with IE but here users are using Chrome and Firefox.
Even on the report, i have changed language as All language and when i logged in with chinese language the report does not translating to chinese.
On the report properties, have mentioned all language as well. but no luck

Either create two reports one in English and another in Chinese and run report based on user's language or add localization in report.

So what's the problem? User doesn't want to switch to different language to print report? If so change language of report to "All Languages" and that will eliminate need to switch to Chinese to print a report.
