Custom Page is not migrated correctly in Managed Solution

Hello, 
 
I have created a Custom Page in my Dev Environment, which is called by a Custom Ribbon Button via Javascript (Custom page serves as dialog).
All works fine in my Dev Environment.
 
The solution contains:

* the custom Page
* the Model-driven app (Project Operations)
* the Site map
* the Web Resource 
* Component Library
 
* the custom button and the Project entity are included in another solution, to make Ribbon Workbench open the solution.
 
 
Both solutions are imported as managed solutions in the UAT, and I have published all customizations.
 
but the Custom Page is not opening. 
 
the imported solution in UAT contains these element, which seems fine:
 
 
I have tried to re-import both solutions (Ribbon + General Solution) a few times, with increasing version no. .. but still does not work. 
 
Has anybody an idea how to solve this?
