What is the best solution for this? Unfortunately, D365 comes with a limited population out of the box. How do I get global address codes into the system? Thanks.

Go to Data Management workspace and create an import job. Add entities such as Country/regions, upload input files, modify mapping as needed and run the import.
Thanks Martin. I thought that was the case but wanted to be sure there wasn't a specific job that populates this for us.
