It's been a while since I've dealt with duplicate detection rules. Is there a way to add these into a solution for deployments or are these manual everywhere?

The duplicate detection rules cannot be included inside a solution.
You can Use the Data Transporter plugin in XrmToolbox to transfer them into your target environment
There is a new FREE duplicate detection solution published on AppSource that might help you easily deal with the duplicates inside Dynamics 365.
