User rights used for label printing and Quality order filling

We have two groups of labels where:
1. Department 1 print labels for item group 1 and 2 products and
2. Department 2 print labels for item groups 3 and 4

If we would like to print all our labels based on same AX data, how can we control that right persons are able to print labels only from one group not from the other?

In Quality order we have different kind of tests that are handled by different departments

If we would like to act as described above, how can we control that right persons are able to fill and review tasks/rows in QO only from one group not from the others?
