option value validation message

Hello, CRM provides the following validation message when attempting to use an optionset value that does not use the configured prefix:

"The option value you specified does not use this solution's option value prefix (10,000). You should enter a number between 100,000,000 and 100,009,999. Do you want to continue?"

However, this message seems a bit off at first glance. If the solution's option value prefix is 10,000 then why would I need to enter a number between 100,000,000 and 100,009,999? Why wouldn't a value of 100,001 be acceptable? Is this simply a CRM validation message that needs to be updated, or is there a different expected relationship or pattern between the configured prefix and optionset value that I'm not aware of?

    Here's an example to provide additional context to my original post:

    * The publisher "option value prefix" is set to 10,000 (default otb)

    * CRM inserts a default value of 100,000,000 for a new option added to an option set through customization

    If the default prefix is 10,000 then why does CRM insert a default value of 100,000,000 for an option set value (4 extra zeros)?
