How to change Workflow Completion Policy Dynamically

Dear Experts,

 For customer requirement, I created custom workflow for the form, with participant.

Now workflow is working fine.

Is there any way to change the Completion Policy dynamically depends on record which is submitting ? 

Is It possible ?  Pls guide me.
