COBRA Potential Recipients window issue

Hello,

I have a question/issue with the COBRA Potential Recipients window. It appears that it is including employees that have been terminated for multiple years, employees that did not have or were on Medical benefits, etc.

I need to know how exactly this window is being populated, as it is leaving off employees that are COBRA eligible, and contains a significant amount of non-eligible employees.

The Help for HR states that "Use the COBRA Recipients Lists window to generate the letters you need to notify employees of their COBRA rights. Any employee enrolled in a medical benefit is eligible for COBRA benefits." But in our experience, the actual populated list is much larger.
