    Hi,

I was able to find a workaround to get the tool working again. The approach used is not clean…but it allowed me to connect to the CRM and update my existing Plugins. Please check my blog:

I would recommend not using this tool again for new plugins..

    Hi,

No, as per the Regional Discovery Service deprecation announcement published on March 2nd, 2020, Microsoft is now moving forward with the disablement of RDS servers in a phased manner.  As a platform service that was utilized by a variety of legacy applications and solutions, there are multiple ways that disabling RDS could manifest failures if your organization still has a dependency on it.
To find the deprecated Regional Discovery Service (RDS) URL for the customer go to Advanced Settings / Customizations / Developer Resources
Here is an example for Europe:
    Discovery Web API
    Discovery Service (SOAP)

We have the new Global Discovery Service (GDS) URL: https://globaldisco.crm.dynamics.com
For Microsoft Dynamics 365 Developer Toolkit within Visual Studio (this is very old and best effort support), you can follow the below work around-
