Report setup with non-existent subaccount references in Dimension Value Sets

We have figured out this issue but are looking for some additional thoughts on it. 

After upgrading a customer to a datamart we were having missing data issues.  It turns out the customer had setup references is Dimension Value Sets that do not exist in SL.  For example they covered subaccount 01,02,03,04 when in fact only 02 and 04 were actual subaccounts.  Their rationale was to "future proof" the reports in the event of adding additional subaccounts in SL later.  We determined that no longer works and only the valid subaccounts can be referenced. Here are my questions:

- In the older versions of MR was it normal to put in a range of subaccounts or was it a loophole that it worked?

- The customer is asking if it would be sufficient to just create all of the previously non-existing subaccounts so they do not have to adjust the reporting structure.  Am interested to hear thoughts on this being a good idea or not.
