how to design entity record determined

hi  guys
 here a question:
   Products  Entity  of filter : level (normal,high)
  the  User:  Manerger  can  read&update  all  Products records
  the  User :Seller  can only  read&update  normal  Products records
 
how  to  design the  access determined?
is  this  need to JavaScript or  Plugin  to coding  ?
