What does this error mean and how do I solve it ??

Can you compile the page 43?
Open in design mode and go to Actions, there you will find 2 or more actions with ID 100. add different no. in one of the actions and save.
hi,
that means that the page was changed by a developer and that there are 2 buttons (=actions), which have the same field number (ID). that's a bug. it needs to be changed by the dev team.

This is a bug in NAV. This happens because same id was given to two actions. To solve this go to design view of the page ad go to control action and change the id of one of the ID which has 100. Then compile and save.
