Unable to do Job registration by a contract employee

Dear Experts,


is it possible for a contract employee to do job registration/RAF  in AX? Right now we have a case wherein we have hired some contract employees and as per rules, we are not able to create them as employees. if we do not create them as an employee then they are unable to do job registration on production.  I am sure this a common scenario, is there any way we can address this?
