We're on CRM 2016 on-premise. We have two instance of CRM for production and testing. Regularly we would replace the testing database with production to refresh the data, and then reimport the new organization in testing CRM server. So far this is working, no problem.
After we upgrade from CRM 2013 to 2016, we are refreshing the CRM testing database with production database for the first time. Both instances are already in 2016. However when reimporting the organization, we keep getting stuck at the 'Update Users...' step. When we forced to shut off Deployment Manager, then restart it, it would say that the organization is in Pending status. We tried restarting the server, then reimport again, but no luck.
On this 'Update Users...' step we check that there is no activity in the database whatsoever. There is no error trace during the time of redeployment. We make sure that we have more than enough space in the server. The VM is Windows Server 2012 R2 with sufficient memories and processor. SQL is 2012 version in both production and testing.
